EEG and KWK-G for the promotion of regenerative energy
The Renewable Energy Sources Act (EEG) and The German Combined Heat and Power Act (KWK-G) are the primary energy policy instruments for the support of electricity generation from renewable energy sources and electricity generation with joint thermal use in Germany.
In terms of processing money and energy, the compensation and passing on of feeds is to be ensured by the EEG and KWK-G. Among other things, this includes
- checking the subsidisation entitlements at the level of the grid operators as per EEG and KWK-G as well as a corresponding compensation,
- preparation of forecasts and projections to determine the nation-wide, standard allowances and surcharges as per EEG or alternatively KWK-G,
- invoicing of the respective, currently applicable allowances or surcharges to power companies as per EEG as well as grid operators and other network users as per KWK-G,
- execution of the horizontal load equalisation with the other German transmission grid operators,
- aggregation of the auditor certificates in the control area of transpower and the corresponding summary in a separate auditor's certificate for EEG and KWK-G,
- ensuring the transparency and publication obligations in accordance with the legal requirements, and
- performing the interface function to the other German transmission grid operators, associations and federal network agency.
Processing the EEG and KWK-G in the control area of transpower involves around 400 grid operators and 500 power companies. The annual subsidisation for the EEG and KWK-G is more than 4 billion euro for the control area of transpower alone. More than 200,000 plants are entitled to subsidies.
